The Harris County Sheriff's Office has laid charges of aggravated murder against Eric Black Jr., 20 years old. He is currently incarcerated without bail.
Prosecutors admitted to driving the car in which Jazmine had been killed, and a firearm found in his home was in accordance with eight casings found on the scene. A second man opened fire on the vehicle carrying Washington and his daughters, officials said.
An anonymous informant told the police that Black and a second person, known as "L.W.", had shot at the car after confusing him with another.
