A Californian parliamentarian arrested earlier this week on suspicion of child cruelty said Thursday that the charges stem from the spanking of his 7-year-old daughter.
Joaquin Arambula, a Democrat MP, said that he had spanked his daughter Sunday night and it is a punishment tool that he rarely uses. Elizabeth Arambula, his wife, told CBS News that their daughter was "really angry" because her father had spanked her and "wanted to be heard".
