Chief James Craig stated that the officer, a corporal from the Detroit Police Department, had arrested the woman for her expired registration. Her vehicle was towed and, while she was returning home from cold, the officer posted a video on Snapchat saying "Goodbye Felecia".
The officer offered to drive her, said Craig, but she refused.
Craig the officer also referred to Black History Month, which he called even more problematic.
"What they put there is racist." Monique Mobley said the mother of the woman.
The officer is under internal investigation, but the department has begun to take steps to punish him.
"I'm not troubled, I'm not disappointed, I'm angry," said Craig. "This officer will be held accountable for his actions," he said. "We will move his rank Corporal. "
According to Craig, the officer had been in the department for 18 years prior to his hiring as chief, but his history in the department was troubling, said Craig.
