The Ukraine has no ambassador in nine foreign states. There are Ukrainian diplomatic departments run by temporary agents.

Since 2009, Ukraine does not have an ambassador to Ethiopia, from 2014 – in Cuba and Montenegro, and from 2015 – in Ireland. In addition, for two years, no ambassadors were appointed in Latvia and Croatia, and vacant ambassadors in Tajikistan and Azerbaijan were vacant in the autumn of 2018.
December 2015, Ukraine has no ambassador to Russia, but his appointment is not planned. Foreign Ambassadors are appointed and dismissed by the Ukrainian President on the proposal of the Minister of Foreign Affairs.
On the eve of Ukrainian President Petro Poroshenko said that Ukrainians have the opportunity to move freely in more than 130 countries. According to him, 14 countries were added to this list in 2018.
