This comes in the wake of the deadly storm system that ravaged much of the Midwest, South and East at Christmas.
On Friday, more than 50 million people were threatened by floods, monitored by floods and warnings extending from the Gulf Coast to New Jersey.
Flash floods affect southern Mississippi and Alabama, triggering dangerous situations and rescues in high water. In less than a day, it fell to less than a foot of rain.
