This is what the Democracy Index of the Economist Intelligence Unit, which grouped 167 countries around 60 criteria in five broad categories: the electoral process and pluralism, the functioning of government, political life, democratic political culture and public freedoms, on the basis of the evaluation of these criteria, countries are awarded points. Countries with 0 to 4 are considered authoritarian, 4 to 6 are hybrid, 6 to 8 are weak democracies and 8 to 10 are full democracy countries.

It is interesting to note that according to the index, Ukraine was in the category of "weak democracies" from 2006 to 2010. It fell into the current state of Viktor Yanukovych's regime. The worst was the index in 2014. Then Ukraine got 5.42 points. In recent years, the country's democratic success has improved somewhat, but not enough to return to the status of "weak democracy"

However, the global indicator stabilized last year. And it's the first time in three years. In only 42 countries, the number of points has decreased. Although in 2017, the decline of democracy was recorded in 89 countries. By contrast, in 48 countries, cases even improved last year.
