To do this, Explore will have a separate On the Rise item, which will collect interesting new videos on channels with fewer than 10,000 subscribers. In this way, owners of new channels will be encouraged to create quality content from the beginning.
Now Explore is available on a limited number of devices, but will be available soon for all YouTube users.
