18-year-old family in Lebanon County Jail gets $ 4.75 million settlement

COUNTY LEBANON – The family of an 18-year-old woman who died while she was retiring from heroin at Lebanon County Jail will be awarded $ 4.75 million after the settlement their civil lawsuits and unjustified death against the county of Lebanon this month, according to court documents.

Victoria "Tori" Herr collapsed and died after suffering withdrawal symptoms for four days while she was detained.

She was arrested in March 2015 after the police, looking for her boyfriend, found drugs in the apartment that she shared with him.

Herr reportedly told the prison administration staff that she was using 10 bags of heroin a day, then later, to a cellmate, that she feared that her withdrawal process would be difficult.

The prosecution accused prison staff members of ignoring their medical needs for several days and then lying about it after his death.

Herr had vomiting and diarrhea for four days. The trial reportedly gave Erasure, water and adult diapers. But Herr was unable to keep the fluids and collapsed from an apparent case of dehydration while she was brought back to her cell after a stay at the prison's infirmary on March 31st. , according to the trial.

She died on April 5th. His death was deemed fortuitous by the coroner of the county of Lebanon. The cause of death was one of the complications of chronic substance abuse and anorexia.

Herr's family sued the county in 2016.

According to the trial, she had severe vomiting and diarrhea within the next four days. He was given Ensure, water and adult diapers. But she could not contain the liquids and had collapsed from apparent dehydration while she was being brought back to her medical unit cell on March 31. She died at the hospital on April 5th.

The settlement of the family's complaint was finalized on October 5, according to court documents. No employee in Lebanon County has acknowledged the existence of wrongdoing under the settlement.
