A worker also told police that he saw Howe expose his penis while he was heading to the bathroom. The surveillance video would also have shown Howe was putting his hands on the front of his pants. The police wrote in the report that Howe had drunk an energy drink, not alcohol.
According to KTNV-TV, at least one employee told the police that it was not an isolated incident. Howe apparently was masturbating at the bar the week before.

Officers from the North Las Vegas Police Department responded to the bar. When they confronted Howe, he denied that he was pleased.

Howe was arrested and transferred to the Las Vegas Detention Center under his full name, Randall William Howe. According to VineLink.com's inmate records, Howe was quickly released.
