Trump has had a particularly combative relationship with California, with respect to the environment, immigration and other policies. The Democratic leaders of the state, including Brown, the minority leader in the House, Nancy Pelosi of San Francisco, and representatives Adam Schiff of Burbank and Maxine Waters of Los Angeles, have been frequent targets of Trump and, to varying degrees, resistance.
