The creepy system is set to be rolled out by 2020 and aims to make the "displacement" of "untrustworthy" citizens "difficult", according to a plan released by the Chinese government this week.
Individuals and organizations will be rewarded or punished for their "reliability".
But those with low social credibility scores will be blacklisted and punished.
The plan says, "We will improve the blacklist system, publicly disclose corporate records and untrustworthy people, and form a pattern of mistrust and punishment."

Those deemed untrustworthy will be "limited everywhere" and "hard to move, so those who break the law and lose confidence will pay a heavy price."
People receive credit points for activities such as volunteer work or donations of blood.
But people get a low credit score for breaking the rules of the road, smoking in non-smoking areas, buying too many video games and posting fake information online.
The plan has already been rolled out in some areas and in recent months, millions of people have been unable to book flights and high-speed trains.
Global Times government media said 11.14 million people had been airlifted and 4.25 million by high-speed rail travel in May this year.
The punishments are not clearly detailed in the plan, but they would also involve reducing access to good schools for individuals or their children, prohibiting jobs to people, preventing the booking in some hotels, slow down the speed of the internet and lose the right to own pets.
During the establishment of the social credit program in 2014, Beijing said its goal was to create a thick atmosphere throughout society that the maintenance of trust is glorious and the breach of trust is outrageous.

The government is investing in high-tech facial recognition cameras that track citizens wherever they go.
Facial recognition algorithms corresponding to video sequences of people's faces will be compared to photos stored in a database of national identities.
If people commit a crime, even jaywalking, they are immediately their information is quickly transmitted to the police.
