Freedom of expression protects people in viral photo

BARABOO, Wisconsin (AP) – Officials from a Wisconsin school district have said that the right to freedom of expression would make it difficult to discipline students appearing on a photo showing multiple high school students doing what appears to be a hello Nazi.

According to the State Journal, Baraboo's superintendent, Lori Mueller, said in a letter to parents Wednesday that officials could not know the "intentions in the heart" of the people involved. She also stated that the district was not in a position to punish the students because they were protected by the first amendment.

The photo of about 60 boys was taken in front of the Sauk County Courthouse in Baraboo last spring. The parent who took the photographer said that he had simply asked the boys to say goodbye to their parents before going to the prom.

Mueller's letter indicated that part of the district investigation was over.
