Bryan Tucker said he erected the fence on Tuesday because he had problems last year with children who had entered his property.
He said the "No Trespassing" signs that he posted on his property for years did not help.
The fence was connected to a solar powered battery and was just a few steps from the street in the corner of Tucker, in Henrico County, just outside of Richmond.
Neighbors were shocked to discover the fence as the children gathered at the bus stop for their first day of school.
James Mehfoud owns houses in the neighborhood and said he felt a "slight shock" when he touched the fence.
"I understand his concern, I do not think he has understood the concerns of neighbors about their children.One of them could touch him and be shocked," he said. at WTVR.
Police were called and county agents were brought in to inspect the property.
They found that the fence was actually on the county runway, so Tucker disassembled it Tuesday afternoon – just hours after installing it.
"I went ahead and I proposed it today because it was not in the right place," he told WTVR.
CNN tried to contact Tucker, but was unsuccessful.
Henrico County police said that no charges had been filed.
County officials told CNN that Tucker could put the fence back along his property line, 18 feet from the street.
Tucker said he hoped he did not need to do it.
"I'm sure the message came out for everyone," he said. "The point is over."
