These two could be terribly close to saying "I do."
Justin Bieber and fiancée Hailey Baldwin were seen on Thursday walking hand-in-hand in a Manhattan courthouse where marriage licenses are issued, reported TMZ. A witness told the point of sale that Bieber was crying, saying, "I can not wait to marry you, baby.
Another person stated that Bieber had told an official, "Thank you for keeping it on the D.L."
It is not confirmed that they simply took a license or tied the knot.
Page Six contacted the representatives of the two stars.

Baldwin's aunt, Kim Basinger, has already told Us Weekly that would be part of the bridal party.
