Again, we appreciate and understand the spirit of the rule, but let's review the clip. Matthews has neither "picked up" nor "led" the Cousins into the ground.
As a general rule, the rules allow us to keep the quarters healthy. The problem is however familiar: there is no consistency from one call to another, from one game to another. And for the Packers, this lack of consistency has proven to be the difference between winning the match (Jaire Alexander intercepted the Cousins on the play) and a draw.
