Browns Cleveland

If Executive Director John Lynch wants Bell to be his long-term cow, option # 2 makes sense. The 49ers can put together a trading package that the Steelers would like, and Pittsburgh must also send Bell out of the AFC.
Since taking office in San Francisco, Lynch has been one of the most aggressive GMs in the league when it comes to making calls on trades. It would not be a surprise if the 49ers make calls on Bell, but it would be a surprise if they really exchanged for him.

Would CEO Chris Ballard make this kind of move?
I think so. Ballard, who spent time in Kansas City before taking over the Colts, is not afraid of being aggressive to improve his team. The Colts have an extra second round after trading with the New York Jets in the 2018 draft, which could give them the ammunition they need to get Bell without losing too much of their precious choice at the start of the round.
