The seven suspects have been arrested today by anti-terrorist agents in the Netherlands.
Cops hit men, who had small guns with them, in places like Arnhem and Weert.
It is reported that the gang was plotting to attack a "major event in the Netherlands and that there would have been many casualties".
The leader is a 34-year-old Iraqi who was sentenced last year for attempting to beat ISIS.
Two of the other suspects were also sentenced for the same reason.
Police launched an investigation in April this year after learning that the Iraqi boss was planning a terrorist attack.
The suspects would detonate a car bomb at another location during the main attack.

The men, aged 21 to 34, were detained in four different places in the Netherlands after almost six months of investigations by the authorities.
"The suspects were looking for AK47, pistols, hand grenades, explosive vests and raw materials for several bombs," prosecutors said in a statement.
They will be brought before a judge tomorrow.
The arrests took place nearly a month after an Afghan man was shot dead by police at Amsterdam Central Station after stabbing two US tourists.

"The services received signals in April of this year that a person was in the territory of the IS.
"A vast network of criminal investigations was set up around this man, which allowed the police to arrest these people with special interventions."
The level of terrorist threat in the Netherlands will remain at four, one below the highest level added the minister.
"It means the likelihood of an attack is real," said Graphheraus.
