This amount represents more than 10 times the cost of Barack Obama's last trip to Britain as president in 2016.
The organizers estimated that 250,000 people had taken part in the main rally, forcing the police to close Trafalgar Square, located in the center of the capital, after reaching maximum capacity.
Nearly 10,000 police officers from across the country have been deployed to cover the events, performing more than 26,000 teams, said Sara Thornton, Chair of the Council of Chiefs of National Police.
"It was an important operation with the president going to four areas of forces and demonstrations taking place in many more," Thornton added.
"The total cost of the operation is still under development, but a preliminary estimate stands at nearly 18 million pounds sterling."
In comparison, Barack Obama's visit in 2016 cost the police only 1.7 million pounds, according to the metropolitan police.
But his visit has been overshadowed by one of the biggest protests in Britain since a million people demonstrated against the role played by the UK in the invasion of the United States. Iraq in 2003.
"The majority of the forces have had to cancel the officers' rest days and extend the duration of their teams," Thornton said.
