He had already played at Doomsday on Smallville, and had parts on Human being, the undead, Grimm, and Battlestar Gallactica. According to its IMDb page, Witwer is also doing a ton of voiceover for animated series and video games, which seems like a great job if you can get it.
So, why should viewers be afraid of Agent Liberty? In an interview with Weekly entertainment, Super Girl co-host Robert Rovner said that the scariest feature of the Liberty agent is actually that it do not have powers:
