Tafahree Maynard, 18, was charged with aggravated assault and murder for felony in the murder of Antwan Toney, a Gwinnett County officer, on Saturday, the county police department said. Maynard is still on the run.
A second suspect, Isaiah Pretlow, aged 19, was arrested on Saturday and charged with aggravated assault, police said.
Toney, 30, was answering an anonymous 911 call that reported the death of a suspicious vehicle parked near Shiloh Middle School on Saturday afternoon, police chief Butch Ayers said.
The officer was approaching the car when, according to police, Maynard fired a weapon inside the vehicle and hit him.
Another officer fired back and took Toney away, but he died in a hospital, Sgt. Jake Smith of the Gwinnett County Police Department said.
The police did not disclose details of Toney's injuries and did not specify if anyone in the car had been hit or how many shots had been fired.
After the shooting, the four-door black sedan of the suspects sped at full speed, crashed one kilometer and the suspects fled.
The police think Pretlow was driving the car and that there were up to four people inside.
"They fled the scene and crashed without an officer pursuing the prosecution," Smith said.
At one point, after fleeing the car, Pretlow pointed a gun at an officer, who then fired his gun at him, the police said. Pretlow, who was not injured, faces a charge of aggravated assault arising from this encounter.
He ran to a forested area but was arrested a few hours later by the US Marshals, police said.
The police presence was intense Saturday night in neighborhoods just a few miles east of Stone Mountain, while officers, SWAT and K9 teams were looking for Maynard. A helicopter also saw flying above the college.

Toney, a native of southern California, had been working for the department for almost three years. Before being an officer, he was a security guard, police said.
His colleagues at Gwinnett "remember a very cheerful person who was devoted to his work and his community," said Butch Ayers police chief.
Gwinnett County is located in the metropolitan Atlanta area and has a population of 920,000. The killing of Toney is the first service death in the county since May 1993, when an officer was killed in a road accident.
Three officers were shot dead in April 1964.
