New Delhi: The Government's decision to send IWC Director Alok Verma and Special Director Rakesh Asthana on leave is based on the recommendations of the Central Vigilance Commission (CAC), said the Minister of Finance , Arun Jaitley.

The decision was considered essential to restore the institutional integrity and credibility of the agency, he told reporters during a press briefing. A special investigation team (SIT) will examine the charges against the two officials, he said. "In order to preserve the institutional integrity of the IWC and for the sake of fairness, they will be absent and put on leave as an interim measure, so that SIT does not operate under the officers under investigation, "said Jaitley. "It conforms to the highest standards."

It is up to the agency or the CVC, which has a supervisory role over the IWC, to establish the SIT, the minister told reporters.

The CVC, which had received detailed information on the charges against each other, made its recommendations Monday night as "accused or potential defendant" can not be allowed to investigate against him, said Jaitley. The government has not played any role in this affair, he added. Jaitley said the allegations had led to a "weird and unhappy" situation. He declined to comment on the merits of the charges.

"There are allegations against the two highest officers," he said. "Who will sound them? The requirements of equity and fair play must be present. This is not the domain of the government. The government can not investigate and will not. "It is important for all concerned – government, opposition, and citizens – that the equity of the country's main investigative agencies be maintained," said Jaitley.

He rejected allegations from opposition parties, including the Congress party, that Verma had been sent on leave because he had to consider the agreement on Rafale fighter jets. "I consider this accusation a junk," he said.
