The National Crime Agency is investigating Arron Banks and its Leave.EU campaign for alleged crimes committed in the 2016 EU referendum.
Mr. Banks and another campaigner, Liz Bilney, were referred to the agency by the Electoral Commission.
The watchdog said he suspected that the money given to the campaign came from "illicit sources".
Mr. Banks has always denied any wrongdoing related to the referendum campaign.
The Electoral Commission's investigation focused on £ 2 million lent to Better for the Country, which was on leave, by Mr Banks and his group of insurance companies, and an additional $ 6 million was given to Leave. .EU, by Arron Banks only.
Of this amount, £ 2.9m was used to finance the referendum expenses on behalf of Leave.EU and donations to other campaign groups in the EU referendum, said the Electoral Commission.
The Electoral Commission said it had "reasonable grounds to suspect" that Mr. Banks was not the true source of the £ 8 million loan to Better for the Country.
Leave.EU was a separate campaign from the official Vote Leave organization.
