Police Sgt. Lake Hallie Daniel Sokup said the van had crossed an alleyway on Saturday morning and turned into a roadside ditch, hitting the victims.
The 21-year-old driver, Colten Treu from Chippewa Falls, eventually returned. Sokup says that he will be charged with four counts of homicide.
