It happened on Georgia Avenue, near the intersection of Wendy Lane, in front of the Italian ice cream of Rita, around 7 o'clock in the morning.

Northbound Georgia Avenue, between Hewitt Avenue and Aspen Hill Road, is closed following a police investigation.

The Montgomery County police tweeted that the driver had remained on the scene.
