The video, posted on Facebook by an apparent viewer, seems to show the officer trying to break a fight that several people can be seen running in the background. About 15 people were involved in a fight and police said four teenagers were arrested, local media reported.

"Police officers often face difficult situations that require immediate assessment of circumstances in order to protect the community and themselves," said Jones, promising to "investigate in an objective and meticulous manner requiring levels of oversight" .

The teen attorney described the officer's conduct as "abusive and unacceptable" and stated that the boy's family "wants justice done".

"They need to know that they are being heard and they need to know that this type of conduct is wrong and they need to know that it will stop," said Bill Pickett at the Yalda Herald-Republic.

The Yakima Police Association did not immediately respond to CNN's request for comment.
