Saudi Arabia arrested 18 people and sacked five senior government officials as part of the investigation into Khashoggi's assassination. Some were part of a team of 15 people, many of them Saudi intelligence agents, who arrived in Istanbul a few hours before Khashoggi's death, security sources said.
Turkish police were investigating samples of water from a well at the consulate Thursday after access was initially denied, said broadcaster CNN Turk.
King Salman, who entrusted the daily management of Saudi Arabia to his son MbS, ordered Saturday the restructuring of the agency of general intelligence.
The Saudi news agency SPA said Thursday that MbS had chaired the first meeting of a committee charged with carrying out this restructuring and had made recommendations to improve the work of the agency.
The way Western allies deal with Riyadh will depend on the extent to which they believe that Khashoggi's death is the direct responsibility of MbS and the Saudi authorities.
MbS promised on Wednesday that the killers would be brought to justice, his first public comments on this after phoning Erdogan.
Erdogan called the killing of Khashoggi "savage murder" and asked Riyadh to punish those responsible, regardless of their rank. Cavusoglu said that Turkey did not intend to bring the Khashoggi case before an international court but that it would share information if an international investigation was opened.
