Festival goers claim help and run to protect themselves as it explodes, causing fireworks and flames to the ground.
The balloon was carrying more than 18 kg of explosives and fell to about 90 meters.
It is unclear how many people were inside the balloon but at least nine festival-goers were injured in the incident.
This is not the first time the festival has been controversial.
In 2014, three people were killed at the festival when a balloon crashed into the crowd underneath. A young child also died of a balloon in the family tent.
