BAY COUNTY (Florida) – The Bay County electoral authorities are under national oversight of the method by which some electors vote.
"My job was to provide access to the voters, no matter who wins, no matter who loses, I just want voters to have the opportunity to vote and I would be very disappointed with anyone who feels differently", said election supervisor Mark Andersen.
Andersen maintains his decision to allow 147 voters to send their ballot by fax and 11 voters to vote by e-mail. Although Andersen stated that all votes had been verified and that the state of emergency justified the measures taken, the legality of online voting is still in question.

On October 18, Gov. Rick Scott issued a decree that relaxed the voting rules for Hurricane Michael who affected the counties. The decree does not authorize voting by fax or e-mail.
Secretary of State Ken Detzner said in a written statement:
"Voting by fax or e-mail is not an option under the decree.In the hardest-hit areas, phone, fax and e-mail communication remains difficult and would be an unreliable method of return. In addition, past attempts by other states to vote by fax or e-mail have been the subject of many problems. "
