The offer was selected from two others: a consortium led by the SNC-Lavalin Group of Montreal and another which included EllisDon Inc. a winning consortium established in Ottawa and known as the name of "Bridging"; North America "includes AECOM, Canadian Units of Fluor and ACS, RBC Dominion Securities Inc., DBi Services LLC and others. Aecon has retired earlier this year, citing a heavy workload; Canada recently rejected a Chinese takeover of the construction company.
