BEIJING – China has retroactively changed the law to legitimize the detention of hundreds of thousands of Muslim Uighurs in a campaign that has sparked international outcry over human rights violations against the ethnic minority.
The new anti-terrorism law passed in the northwestern Xinjiang region on Tuesday, where most Uyghurs live, indicates that the authorities may use "vocational training centers" to "de-radicalize" those suspected of extremism. The previous rules made no reference to vocational training centers.
