The doctor in charge of prescribing powerful painkillers at Gosport War Memorial Hospital was working in a "part of the health service that was very poorly endowed".
More than 450 patients died after receiving the drugs inappropriately, a report concluded last week.
A statement read on behalf of Dr. Jane Barton stated that she was "a doctor doing the best for her patients".
The findings of the report led to requests for a survey of families.
Dr. Barton appeared in front of his Gosport home where the statement was read by her husband Tim Barton.
He said, "Jane would like to thank her family, friends, colleagues, former patients and many others for their continued support and loyalty through this extended investigation.
"She has always maintained that she was a dedicated and hardworking doctor – doing her best for her patients in a part of the very under-resourced health service.
"We ask that our privacy be respected in this difficult time and it will not make any other comment."

The report of the independent group concluded that there was a "disregard for human life" at the hospital from 1989 to 2000.
He said that, given the missing records, another 200 patients may have seen their lives shortened.
There was an "institutionalized regime" to prescribe and administer "dangerous" amounts of a drug that was not clinically justified, according to the report.
Hampshire Constabulary, which has been criticized in the report for the way it has handled three previous investigations that resulted in no lawsuit, is to hand over any new investigation to another force.
Police Chief Olivia Pinkney apologized for the "role of the force in the distress caused to families for so many years".

The report of the Gosport Independent Panel revealed that whistleblowers and families had been ignored as they were trying to voice their concerns about the administration of drugs in theaters, which was overseen by the Dr. Barton.
Dr. Barton was convicted of failures in the management of 12 patients in Gosport between 1996 and 1999.
She was not stricken from the medical register but chose to retire after the findings.
