The criminal clearly had racial problems and wanted to prevent Rosa Parks from getting on the bus with which she would change the world.

As the Whovians know very well, if they do not see a villain slaughtering for good, they could very well come back.
And it seems they have not seen enough Krasko yet.
Apparently perverse to the heart, the villain dressed in leather was certainly charismatic.
