A flash flood survey came into effect Thursday at noon and remains in effect until Friday at 6 am.

* The tropical humidity that rises to the north from the east of North Carolina and Virginia will return to the region this afternoon and tonight. Showers and thunderstorms will form this afternoon and continue through the night, and the rain will sometimes be heavy.
* Average average rainfall of 1 1/2 to 2 inches is expected, and locally higher amounts of 2 to 4 inches are possible. Heavy rainfall over a period of 1 to 3 hours may result in flash flooding. The heaviest rains are expected in and around New York, as well as parts of Long Island and southern Connecticut.
