Should troubled commuters who have been delayed by NJ Transit trains on Tuesday, Wednesday and Friday expect a refund of time, delays and frustration?
They got some relief on Thursday when NJ Transit rail commuters received a 10% discount on train delays and cancellations as the agency geared up to meet the December 31 deadline to install a mandatory security system.
But some commuters said they deserve more for three major delays this week alone.
It was 60 minutes late Friday because of a derailed Amtrak work train. On Wednesday and Tuesday, there were delays of 90 minutes after the Amtrak gate bridge was stuck in the open position. Some commuters said that they deserved a full refund.

NJ Transit specifies what you can and can not get a refund on its website.
"We do not offer refunds for delays or cancellations, but NJ Transit examines every situation on a case-by-case basis," said Nancy Snyder, spokeswoman for the agency.

Riders receive a full refund of their monthly or weekly subscription under certain conditions. If they ask for a refund before the monthly or weekly pass is valid, they should recover the full amount.
If they ask for a refund after the monthly or weekly pass has become valid, refunds will be prorated after that date. This results in two full one-way fares deducted from the value of the pass for each business day between the effective date and the date of the refund claim as submitted.

Most refunds must be sent by mail and the date of the postmark being the date the request was made. Some 10-trip tickets may be refunded where they were purchased, but there are conditions.
Passengers can not get a refund for one-way tickets. In addition, one-way tickets will not be refunded because the passenger did not have his monthly passport or his 10-way ticket and had to buy a one-way ticket, according to the website.
And if runners are considering renting discounted train tickets, they are only valid until January 31, 2019.
