Someone wearing a "Scream" mask is on the run after shooting a teenager and a man in Manhattan, police said.

Gunshots sounded shortly before Thursday 2 pm Thursday on 163rd Street in Washington Heights, as the Halloween festivities ended, the NYPD said.
