Residents were allowed to return home by 10 pm, said the Inquirer.

Rogal had problems with the security forces, the newspaper reported. The court records show that he pleaded guilty to an intrusion charge in Chester County in 2017, but was acquitted in a harassment case two years earlier, reported the Inquirer.
