After a meeting between Theresa May and 19 Japanese business leaders in February, the Tokyo ambassador to Britain warned of what could happen if the Brexit took an unfavorable turn for foreign investors.
"No private business can continue operations" in the UK if it becomes unprofitable, Koji Tsuruoka told reporters on the steps of Downing Street, after the prime minister has pledged to pursue a business without friction with the European Union. "It's as simple as that."
Eight months later, while the risk of a Brexit without agreement is more pressing, Japanese companies do not expect to know if May can be effective. Instead, an increasing number of them are considering Mr Tsuruoka's warnings, relocating UK operations or threatening to reduce it if the country collapses outside the EU without an agreement.
Toyota says it may have to temporarily shut down production at its Derby plant, in the event of a hard Brexit. The electronics manufacturer Panasonic has moved its European headquarters near London to Amsterdam, while the Japanese retailer Muji products is considering a similar move to Germany. Other companies, such as robot manufacturer Yaskawa Electric Corp., are choosing continental sites for their new operations in order to stay close to European customers if Brexit creates commercial obstacles.
"Many Japanese companies, especially manufacturers, have invested in this country as a gateway to Europe," said Shinichi Iida, Minister of Public Diplomacy and Media of the United States. Embassy of Japan in London. "A Brexit without agreement in March of next year will be nothing less than a cliff" for our businesses.
The issues are important for both countries because of their close economic ties. The UK is Japan's second-largest investment destination after the United States, with 153 billion US dollars committed (£ 117 billion) as of 2017, according to the Japan External Trade Organization. . The Asian nation is the largest investor in Britain, apart from the United States, and a handful of European neighbors. About 1,000 Japanese companies operate in the UK and employ around 160,000 people.
Many of these companies arrived in Britain in the 1980s while Margaret Thatcher was promoting this country as an access point in Europe. This story has not been forgotten. A 15-page letter to the United Kingdom from the Japanese government in September 2016, three months after the referendum, indicates that Tokyo hopes that the UK "will take due account of the context in which Japanese companies have invested" in Great Britain. The direct speech of Japanese business leaders is unusual for a corporate culture where confrontation is frowned upon and contrasted with the reluctance of many British companies to talk about Brexit. A December poll by JETRO found that 47% of Japanese companies affiliated with Japan in Europe thought that leaving the EU would have a negative impact on them. Aujourd'hui, certains d'entre eux sont en train de dimensionner de nouveaux sites en Europe. Des banques japonaises telles que Nomura Holdings, Daiwa Securities Group et Sumitomo Mitsui Financial Group ont toutes ouvert des hubs en Europe en Allemagne. "Il y a beaucoup de choix", a déclaré lors d'une conférence de presse la semaine dernière Hiroaki Nakanishi, président du lobby des entreprises japonaises Keidanren et du fabricant Hitachi, qui avait mis en garde contre les "conséquences très graves" d'un Brexit sans accord. "Ce n'est pas une réponse facile."
Hitachi a déménagé le siège mondial de son activité ferroviaire à Londres de Tokyo il y a environ quatre ans et a ouvert une nouvelle usine de trains géante à Newton Aycliffe, en Angleterre, en 2015.
Rappelant l'importance du Japon pour l'économie britannique, Mme May s'est rendue dans le pays en août 2017, deux mois après son élection, avec une délégation de chefs d'entreprise pour discuter des opportunités en matière de commerce et d'investissement. Lors d'une conférence de presse à Tokyo, elle a salué "l'engagement des entreprises japonaises à assurer une présence durable au Royaume-Uni", en vérifiant les noms de Nissan, SoftBank et Toyota.
Le ministre des Affaires étrangères, Jeremy Hunt, a franchi une étape supplémentaire lors de sa visite officielle à Tokyo le mois dernier, prononçant un discours en japonais.
SoftBank a acheté le concepteur de puces britannique ARM Holdings pour un montant de 24,3 milliards de livres sterling environ un mois après le vote sur le Brexit de juin 2016. Les assurances du gouvernement de Mme May à Nissan plus tard cette année-là incitent le constructeur à investir dans la fabrication de nouveaux modèles dans son usine de Sunderland, en Angleterre. Deux ans plus tard, les promesses du gouvernement envers le constructeur automobile n'ont toujours pas été dévoilées et M. Iida a déclaré qu'il ne savait pas ce qui avait été promis.
Le gouvernement britannique peut espérer que ses relations étroites avec le Japon au cours des quatre dernières décennies aideront au moins à négocier un accord commercial après le Brexit. Le fait que la Grande-Bretagne ait joué un rôle clé dans la création d'un accord UE-Japon, signé en juillet après près de cinq ans, pourrait jouer en sa faveur.
"Nous ne pensons pas qu'après la compétitivité du Brexit, les caractéristiques du Royaume-Uni disparaîtront bientôt", a déclaré Taku Miyazaki, directeur général adjoint de JETRO à Londres, car les attributs économiques du pays seraient difficiles à reproduire ailleurs. Mais il a ajouté: "Je ne peux pas dire qu'il n'y a pas d'impact."
