Goochland County Va., Sheriff James Agnew said Monday that Skinner, 25, from New Zealand, had traveled around the world preparing to knock on the door of this family. He took three planes from New Zealand to Washington on June 20th. Then the next day, he boarded a Greyhound bus headed for Richmond, heading for the home of a 14-year-old girl that he had met on the Internet.
"It was not random," Agnew said at a press conference. "It was not spontaneous, it was something very planned."
Before arriving in Goochland, Virginia, in the middle of the afternoon on Friday, Agnew said Skinner had stopped at Walmart to buy a pocket knife. In his pants pocket, he also had pepper sprays and tape in his backpack, reported the Richmond Times-Dispatch. At approximately 2:30 pm, Mr. Agnew said a resident said he saw the man walking painfully on Steeplechase Drive in the Holland Hills neighborhood.

The mother, whom the sheriff's office did not identify, was at home painting with her two teenage daughters while the man was laboriously walking. Her 14-year-old daughter met Skinner three or four months earlier on a video chat and voicemail application for videographers called Discord, Agnew added.
She had tried to stop communication with him, he said. But Skinner persisted.
"He has not been invited here," Agnew said. "He was not expected here."
When the mother refused to answer the door for the self-described hitchhiker, The sheriff's office said Skinner attempted to knock down the back basement door with a concrete landscaping stone. The mother, screaming from the inside, warned her that she was armed with a handgun. But Skinner persisted.
Unable to break the door, the sheriff said Skinner climbed the steps of the bridge and broke a glass door using the stone. At that time, the mother had loaded her .22 caliber handgun and warned Skinner again that she was armed. But Skinner still persisted, said the sheriff's office, and after smashing the door with the stone, he reached inside to unlock it.
It was at that point that the mother shot him twice, hitting him once in the neck, said the sheriff's office.
He reportedly tried to run away, but rather collapsed in the front yard of the house next door, where MPs would soon find him lying on the ground bleeding.
Skinner was transported by Med-Flight to the hospital in critical condition. Agnew said Monday that he should survive.
He should also be charged with breaking and entering with a lethal weapon, with the intent of committing a serious crime, Agnew said. He referred the case to the FBI to determine if federal charges are warranted. He was not immediately clear if he had a lawyer.
Agnew did not speculate on what he would have thought Skinner would have done had he walked in, as the Associated Press reported.
