They are simply unlockable for aesthetic purposes only, which is not necessarily a bad thing given the fact that the game is already filled to bursting with super powers for Spider-Man fans. Plus, there are still a lot of costumes on the way, coming out with the DLC Turf Wars and Silver Lining later this year.
By unlocking Heist's new Spider-Man costumes, the players who got all the other players in the base game will have 31 costumes to try. And players can use the powers of these combinations to their advantage while regaining control of the city and completing all new DLC missions as part of the DLC pack "The city that never sleeps".
