MMA is a multiform bill forged by tradeoffs in the music industry. It creates a global mechanical license and a centralized system for administering it, while modifying some of the considerations used to set music publishing rates. It also requires digital radio and satellite radio to pay royalties on pre-1972 master recordings to labels and artists and to codify the procedure under which SoundExchange may pay producers and engineers royalties for recordings on which it works.
The Senate unanimously adopted the MMA on September 18, and a week later, the House of Representatives unanimously approved the updated version of the bill, sending it in the office of the president.
