The two Korean leaders announced in September that Kim had accepted Moon's invitation to travel to Seoul, but it was unclear when.

Kim said that he had promised Moon to go to the capital "in a short time". Moon then stated that Kim had agreed to travel to Seoul in the year, unless "exceptional circumstances".

If Kim actually surrendered, he would be the first North Korean leader to visit the South Korean capital since the 1950-53 Korean War, which ended with a ceasefire.

Kim's sister, Kim Yo Jong, became the first member of the ruling Kim family to travel to Seoul in February, when she attended the Winter Olympics in South Korea as Special envoy and expressed Kim's desire to organize a summit with Moon.
