Le droit du Brésil
Jair Bolsonaro, membre du Congrès néo-conservateur, populiste de droite, misogyne et homophobe, vient de rater une victoire totale au premier tour de l'élection présidentielle brésilienne.
Bolsonaro a obtenu 46% des voix, tandis que le candidat du Parti des travailleurs, Haddad, s'est classé deuxième derrière avec 29,3% des voix. Un second tour – un concours serré, selon toutes les indications – aura lieu entre les deux le 28 octobre.
Mais Bolsonaro a l'avantage pour le moment et Haddad est toujours à la traîne. Le néolibéralisme et les forces du marché libéral sont les véritables gagnants du premier tour. C’est clairement un triomphe pour les forces de droite et la victoire de Bolsonaro au deuxième tour serait une victoire de la réaction.
Bolsonaro est sorti de nulle part pour devenir le meilleur concurrent en quelques semaines. Les principaux partis brésiliens n'ont pas réussi à enrayer sa progression dans un délai aussi court. Il existe une possibilité réelle qu'il remporte l'élection présidentielle au deuxième tour et qu'il devienne président de la puissance régionale qu'est le Brésil.
Depuis des années, le monde universitaire néolibéral, les institutions financières internationales et les experts présentent le Brésil comme un modèle réussi de développement économique néolibéral et de marché libre et de démocratie libérale. Le Brésil est une économie et un marché émergent de premier plan. Il fait également partie du club exclusif des BRICS aux côtés de la Russie, de l'Inde, de l'Afrique du Sud et de la Chine, et a fait de grands progrès en matière de démocratie et d'économie au cours des trois dernières décennies. Cependant, les deux sont en danger pour le moment.
Le Brésil est plongé dans une crise socio-économique depuis l’effondrement des prix des produits de base en 2014 et son économie n’est plus vraiment sortie de la crise depuis. Les récentes élections ont eu lieu à un moment où une lutte intense se déroulait entre la partie de droite de la classe dirigeante et la classe modérée.
La partie de droite de l’élite dirigeante veut transférer le fardeau de la crise économique du pays aux travailleurs et aux pauvres. Cette section veut imposer des réductions massives des dépenses sociales dans les programmes sociaux et privatiser les entreprises et les services gérés par l'État. Ils veulent également cibler les conditions de travail, le niveau de vie et les droits des travailleurs. C’est ainsi que la droite brésilienne veut utiliser la crise pour exploiter et réprimer davantage les masses laborieuses.
L'aile modérée veut faire des coupes plus lentes et moins nombreuses. Le Parti des travailleurs a fait la même chose entre 2002 et 2016. Le président Lula, un ancien ouvrier du secteur de la sidérurgie, a introduit de nombreux programmes sociaux et augmenté massivement les dépenses sociales pour sortir des millions de personnes de la pauvreté. Cela a fonctionné et la pauvreté a été réduite au Brésil. Dans le même temps, Lula a tenté d'apaiser la classe dirigeante et d'introduire des modifications dans la législation du travail. Dilma Rousseff a poursuivi cette politique.
La classe dirigeante n'était pas contente de Dilma Rousseff et du Parti des travailleurs. Ils ont destitué Rousseff (qui était président) pour l'évincer du pouvoir. Ils ont ensuite poursuivi l'ancien président Lula et l'ont emprisonné pour corruption. Lula était assez populaire pour avoir remporté les élections, même depuis sa cellule de prison. Il a donc été empêché de participer aux élections.
L’éviction de Lula de la course à la présidence a ouvert la voie à la montée de Bolsonaro et de l’extrême droite. Plus de 100 hommes politiques et responsables ont été reconnus coupables de corruption dans une enquête de corruption massive appelée Car Wash (Lava Jato).
Professeur de sciences politiques à l'Université de Rio, Feres Junior résume ainsi la situation politique au Brésil. «Il existe une combinaison de forces qui veulent un type de Brésil différent. Les forces de droite ont uni leurs efforts pour se débarrasser de Lula et de son parti. "
«Ce groupe comprend les partis politiques de droite, certains juges et les grandes entreprises qui veulent plus de coupes et d’attaques contre les masses. Ils ne veulent pas de changement progressif.
«Ils veulent un Brésil où la plupart (sic) sont pauvres, où la main d’œuvre est bon marché et où ils ne sont pas menacés par la montée des Noirs autochtones».
Les médias capitalistes de droite ont également joué leur rôle dans ce processus en ciblant le Parti des travailleurs et ses dirigeants. Il y avait un parti pris évident contre Lula et le Parti des travailleurs.
Lula était suffisamment populaire pour faire face aux nombreuses allégations de corruption et à la divulgation de documents, mais son candidat Haddad n'était pas assez fort pour gérer le défi. Il a donc perdu beaucoup dans une atmosphère hostile.
Il semble que la classe dirigeante de droite souhaite voir Bolsonaro en tant que prochain président du Brésil pour mener à bien son programme vicieux de coupes, d'austérité et de néolibéralisme. Bolsonaro a toléré la torture et loué la dictature militaire. Il a ouvertement déclaré qu'il contrôlerait la croissance des mouvements sociaux faisant campagne pour davantage de droits pour les femmes, les peuples autochtones, les agriculteurs sans terre et les groupes communautaires. Il veut donner à la police de vastes pouvoirs pour transformer le Brésil en un État policier. Il souhaite également la privatisation et davantage de coupes dans les dépenses sociales.
Bolsonaro veut maintenir des liens étroits avec les États-Unis et est prêt à devenir un allié proche de l'Amérique dirigée par Trump. Il est prêt à aider les dissidents vénézuéliens et les groupes d'opposition à renverser le régime de Maduro au Venezuela.
Le régime de Bolsonaro sera un mélange d’autoritarisme et de politiques néolibérales de marché libre. Il est fort probable qu'il fera face à une forte résistance de la classe ouvrière brésilienne qui a une riche histoire de lutte et de résistance.
Bolsonaro peut encore être vaincu au second tour, mais cela nécessitera une mobilisation massive des masses. La question est de savoir si le Parti des travailleurs et les autres partis de gauche peuvent le faire.
