The NFL freestyle player has rejected four-team contract offers, ESPN's Adam Schefter reported Monday, citing a source.
Bailey has been a free agent since September 1st when the Dallas Cowboys cut him off after seven seasons. He made 88.2% of his career goals, making him the second most accurate kicker in NFL history.
Schefter linked desperate teams to potential kickers via Twitter, and Bailey was first on his list.
The Browns are expected to change kickers this week after Zane Gonzalez's last disastrous exit, during which he missed two attempts and two more 21-18 attempts against the New Orleans Saints on Sunday.
Minnesota Vikings kicker Dan Carlson is also under fire after missing three field attempts Sunday, including two in overtime, in the 29-29 draw of the week against the Green Bay Packers. Los Angeles Rams kicker Greg Zuerlein was injured in the groin in Week 2.
Bailey should not be too far away from the phone in the hours or days ahead.
