The Palestinians hailed Paraguay's "historic" decision to bring his embassy back from the contested city of Jerusalem to Tel Aviv, while Israel warned that it is casting a shadow over its relations.
The new president of Paraguay, Mario Abdo Benitez, who took office in mid-August, decided to relocate the Jerusalem embassy, canceling the decision made by his predecessor Horacio Cartes less than four months ago.
The fight against Jerusalem is at the heart of the Israeli-Palestinian conflict, with both parties claiming it as their capital. Most countries, including the United Kingdom, believe that the final status of the city should be determined by both parties in a peace agreement.
President of the United States, Donald Trump, sparked an uproar in May when he moved his embassy to Jerusalem claiming that it was the capital of Israel. Paraguay and Guatemala followed soon after.
On Thursday, Palestinian leaders welcomed Benitez's decision, saying it was in line with the resolutions of the International Council and international law.
"It's huge and historic and a trend we want to continue," said Riyad Mansour, the Palestinian representative to the UN. L & # 39; s independent.
"The next target is Guatemala. We must use our collective effort, "he added.
Hanan Ashrawi, a member of the PLO's Executive Committee, said this came at a significant time due to the deterioration of relations with the United States.
"He sends a message [to the US] that even a small, vulnerable country is not afraid to stand up, resist the pressure and admit that it has made a mistake. It's important because it comes at a time when Israel is exploiting us, "she said.

Au moins 25 personnes ont été tuées et 30 autres blessées dans l'incident. Les bureaux de vote au Pakistan ont été ouverts aux élections générales pour environ 105 millions d'électeurs. Le ministre palestinien des Affaires étrangères, Riyad al-Maliki, a déclaré que les autorités palestiniennes avaient réagi en décidant d'ouvrir «immédiatement» une ambassade à Asuncion, la capitale du Paraguay.
La Ligue arabe, quant à elle, a déclaré qu’elle servirait de modèle pour les autres pays.
Mais les Israéliens ont répondu en avertissant que cela compromettrait sérieusement les relations entre les deux pays. Le Premier ministre israélien Benjamin Netanyahu a déclaré qu'Israël fermerait son ambassade au Paraguay et rappellerait ses ambassadeurs pour des consultations.
"Israël considère avec la plus grande gravité la décision extraordinaire du Paraguay, qui assombrira les relations bilatérales", a écrit son bureau sur Twitter.
M. Netanyahu avait espéré que davantage de pays ouvriraient des ambassades à Jérusalem. Mercredi, il a remercié le Premier ministre bulgare Boyko Borissov pour sa décision d'ouvrir un consulat honoraire à Jérusalem. "J'espère que j'espère que c'est le premier pas vers la création de l'ambassade de Bulgarie à Jérusalem", a déclaré M. Netanyahu.
Le président guatémaltèque, Horacio Cartes, a pris la décision de déplacer le site diplomatique à Jérusalem sans consulter M. Benitez, qui à l’époque était déjà président élu et qui avait remis en question la décision.
M. Cartes a même rejoint M. Netanyahu lors de la cérémonie d’ouverture de la nouvelle ambassade en mai.
Expliquant la nouvelle décision du Paraguay, le ministre des Affaires étrangères du pays, Luis Alberto Castiglioni, a déclaré: «Le Paraguay veut contribuer à l’intensification des efforts diplomatiques régionaux pour parvenir à une paix large, juste et durable au Moyen-Orient.
Il a ajouté: «Je ne pense pas que cela devrait déranger nos frères et amis israéliens. Il y a plus de 85 pays qui ont gardé leurs ambassades à Tel-Aviv et nous sommes des alliés historiques d’Israël. »Le vote du Paraguay a été décisif dans la création d’Israël.
L'administration Trump a brisé des décennies de consensus bipartite et de politique américaine lorsqu'elle a déplacé l'ambassade américaine à Jérusalem le 14 mai, exaspérant les Palestiniens et intensifiant les manifestations à la frontière de Gaza.
La semaine suivante, M. Cartes s'est rendu en Israël pour inaugurer personnellement la nouvelle ambassade et le Paraguay est devenu le troisième pays à établir sa mission à Jérusalem.
M. Trump a promis que son administration délivrera prochainement un accord de paix pour Israël-Palestine surnommé "l'affaire du siècle", mais a été rejeté par les Palestiniens comme un agent de paix à cause d'une série de décisions impopulaires récentes pro-israélien.
Le Dr Ashrawi a déclaré que les relations entre les Palestiniens et les Etats-Unis n’ont jamais été aussi mauvaises.
"Aujourd'hui, c'est le pire en ce qui concerne la position des Etats-Unis qui est passée d'un simple agent de paix à un partenaire dans le crime", a-t-elle déclaré.
La semaine dernière, M. Trump a ordonné l’arrêt de tous les financements pour Unrwa, une organisation qui s’est heurtée à plusieurs reprises à Israël. Il est intervenu après que les plus hauts responsables américains aient mis en doute le chiffre de cinq millions de réfugiés palestiniens de l’ONU, insistant sur le fait qu’il était trop élevé. Jeudi, des responsables américains ont signalé qu’ils étaient peut-être sur le point de reconnaître officiellement les hauteurs du Golan annexées, qui faisait autrefois partie de la Syrie, comme appartenant à une autre revendication israélienne du gouvernement de Netanyahu.
L'ambassadeur américain en Israël, David Friedman, a déclaré lors d'une interview: «Je ne peux pas imaginer une situation dans laquelle les hauteurs du Golan seraient ramenées en Syrie. Je ne peux franchement pas imaginer une situation dans laquelle les hauteurs du Golan ne font pas partie d’Israël pour toujours. "
