At least 10,000 customers of Pacific Gas & Electric Co. were out of electricity Wednesday morning in parts of San Francisco, San Leandro and Union City, officials said.
In San Francisco, 3,353 customers in the Mission district lost power by 9:55, and a second wave of 6,296 customers lost power around 10:41, according to PG & E.
Britta Gustafson, a resident of the mission, tweeted photos of a power line that fell near Streets 23 and Alabama, where protection strips prevented people from entering the area.

Gustafson said she heard a low rumble and cracking just when her home was out of power, which prompted her to rush to the sidewalk to see what the workers were doing.
"It looked like they were nailing insulators to the board to put it in place with the lines," she said.
A power outage also affected 1,077 customers around 9:30 am in San Leandro, where repair crews rushed to repair damaged equipment on a utility pole, according to a map provided by the utility.
The repair teams were also on their way to a breakdown in Union City, where 1,221 customers were without electricity. Union City police reoriented traffic near Mission Boulevard and Tamarack Drive while signals were down.
The company's map indicated that all blackouts would be restored by the end of Tuesday.
