Sacramento Police, DA Announces Arrest of NorCal Rapist Suspect Friday Morning

Five months after an arrest in the East Rapids / Golden State Killer case, Sacramento authorities have announced the arrest of another serial rape suspect on Friday morning: the alleged NorCal Rapist who terrorized victims over a period of 15 years starting in 1991.

Sacramento District Attorney Anne Marie Schubert, Sacramento Police Chief Daniel Hahn, and other officials announced Thursday the arrest of Roy Charles Waller, 58, at a press conference at DA laboratory.

Waller lived in Benicia, is married and worked at the same job for 25 years, Hahn said. He was arrested at his workplace on the UC Berkeley campus.

Based on UC Berkeley's staff directory, Waller is a security specialist within the UC Berkeley's Office of the Environment, Health and Safety.

Like the arrest of the suspected rapist from the East region, Joseph James DeAngelo, Waller was identified using DNA evidence and photos. Schubert said the match had been made on a "genealogical genealogy" website called GED match – the same site used to find DeAngelo. The match has arrived in the last 10 days.

"For 27 years, there has been a common denominator: its DNA," said Schubert.

Detectives have already reported that the rapist was seen on surveillance videos and attacked at least 10 women in 2006.

The perpetrator targeted women from Rohnert Park in 1991 and continued to victimize women in Davis, Chico, Woodland and Sacramento.

Once, he introduced himself as a turn to a victim's home, and then telephoned him 20 days later to apologize.

In October 2006, he attacked two women in North Natomas, tying them home. A victim stabbed him during an attack, but he continued.

Waller must be arrested Monday at the Superior Court of Sacramento. According to Mr. Schubert, he is being detained 12 times for forced sexual assault with improvements. He is accused of using a firearm during rapes and incurring a life sentence if found guilty.

Authorities say that he targeted small Asian women in their twenties and thirties and that he was carrying a gun and often wore a mask. A victim who saw him through a headband described him in 2006 as being white, aged 37 to 40 years and weighing from 200 to 250 pounds with a pronounced gut.

The police then said that he was driving perhaps a white Toyota 4Runner with tinted windows.

The decision to hold the press conference at the crime lab shows the importance of DNA in the case. Authorities held a similar press conference in April to announce DeAngelo's arrest.
