Cruz, in an interview with Fox 26 Houston, broadcast Sunday, said O'Rourke and other Democrats were too "quick to blame the police officer."
"I do not think we should jump to conclusions," said the senator. "It may have been a horrible misunderstanding."
Guyger, 30, was returning home after a 12-hour shift in uniform on the evening of September 6 when she entered Jean's apartment, which she confused with her and shot her. twice on it. According to a Texas Rangers arrest affidavit released Monday, Guyger said he fired with his gun after Jean ignored his "verbal orders." She then called 911.
Jean died later in a hospital.
Guyger was arrested on September 9 on a manslaughter warrant and was arrested in Kaufman County Jail, southeast of Dallas.
Cruz called the shot "tragic situation".
