A Texas man, through a dark web ad, has plotted to kill, sexually assault and eat a little girl, the federal police said.

Alexander Nathan Barter, a 21-year-old resident of Joaquin, was arrested by the FBI on 19 October on charges of criminal charges, conspiracy and conspiracy to commit murder.

According to an affidavit of probable cause filed in Shelby County and obtained for the first time by Lufkin's KTRE-TV, the Texas Ministry of Public Security has opened an investigation into Barter after publishing a dark-web ad that seeks someone who would let him commit necrophilia and cannibalism.

In this message, Barter reportedly provided two encrypted email addresses to respond to his announcement. At least one individual responded to the announcement and offered his daughter to Barter, authorities said.

"Nice, I'm in East Texas," Barter said, according to the affidavit, "How old is your daughter? Can we kill her?

The affidavit says that Barter did not realize that the person with whom he corresponded was an undercover peace officer pretending to be a father in Brevard County, Florida.

The affidavit contains troubling details about conversations in which Barter allegedly described how he planned to kill the child, to have sex with his body and to cannibalize him.

In other conversations online, it would have been agreed that "father and daughter" would meet Barter at a Joaquin hotel. According to investigators, Barter asked the undercover officer to buy a burner phone and bring spare clothes. The officer was also ordered to contact the police on his return to Florida and announce that his daughter had fled, authorities said.

"I will not change my mind about it," Barter reportedly wrote during an exchange. "I really want to do that."

Authorities have identified Barter after subpoenaing the ISP used to exchange the messages, the affidavit says.

Barter was arrested by FBI agents at his home in Joaquin. The arrest took place while he was leaving to execute his plan, according to the affidavit. At the time of his arrest, Barter was carrying a plastic bag and a knife – items he mentioned during an email exchange with the undercover agent, authorities said.

After reading his rights on Miranda, Barter confessed to having posted the message on the dark and planned crimes, according to the affidavit.

The Light and Champion stated that Barter was a former student of Joaquin High School and attended Panola College. He previously worked with a local ministry and as a worker in a food processing plant, according to information posted on social media.

The barter takes place in Shelby County Jail. Attorney General Stephen Shires said Mr. Barter would not be allowed to post bail.

"This terrible incident is another reminder that parents must always remain vigilant and know what their children are doing on the network," Shires said in a statement.
