Gordon Felt, president of Families of Flight 93, said Tuesday that the victims of the crash that crashed in Shanksville, Pennsylvania on September 11, represent all Americans.

Felt, whose brother Ed died in the crash 17 years ago, said about the new "Tower of Voices" on the memorial site that the tower now has "40 chimes speaking for our loved ones".

Felt's comments come on the 17th anniversary of the return of United 93 passengers from the hijackers, who flew the plane to Washington, DC.

The plane crashed into a field in Shanksville, Pennsylvania, killing everyone on board.

The Tower of Voices, measuring 93 feet and 40 wind chimes, was officially inaugurated Sunday at the memorial.

Felt said he hopes the memorial will help educate future generations on the heroism displayed on September 11.
