S addressing the Sunday Telegraph, Gavin Williamson said 800 troops will be sent to Norway next year and that a new military base will be opened in the north of the country.
He called the plan an "Arctic defense strategy".
Russia has recently reopened its Soviet-era bases and intensified its underwater activities in the region.
Mr Williamson added that the UK must prove that we are here to "protect our interests".
He said: "We see the Russian submarine activity very close to the level reached during the Cold War, and it is right that we begin to respond to it.
"If we could go back ten years, many people thought that the era of underwater activity in the Far North, in the North Atlantic and the threat it represented disappeared with the fall of the wall. from Berlin.
"This threat has really come back to the fore.
"If we want to protect our interests in what is actually our own backyard, it's something we have to do."
800 commandos from the Royal Navy and the Army will be sent to Norway each winter for the next ten years.
They will operate alongside American, Dutch and Norwegian forces.
3,000 soldiers will also be deployed as part of a NATO training exercise, totaling 40,000 men.
This new plan will be the largest operation of its kind since the end of the cold war.
Williamson said, "Great Britain will make it clear that the Royal Navy has not only the skills and capabilities to operate under the pack ice, but also the will to do so.
"It's all about speeding up and speeding up, increasing our capabilities and showing that we're here to keep the order set by international rules."
In June, Mr Williamson also reported that Typhoon fighter jets would be sent to Iceland in response to the Russian aggression.
Military action follows a deteriorating trend in relations between Russia and the United Kingdom since the poisoning caused by Salisbury earlier this year.
